The UBI Plan sounds reasonable and could work. However, it still leaves those who subsist on the UBI payments subject to external control. To understand this better you need to be familiar with Amish Communities in America. Their seemingly archaic lifestyle was not designed to shield them from 20th Century technology. It was intended to be a firewall from dependence on external control that comes with connectivity to that technology. Any device that requires electricity or fuel power connects you to the external source of that power. Same is true for Government programs such as Social Security and Medicare. If you accept the benefits, you must also accept external control. The ideal Amish Community would also be cashless. Bartering would be the only way to avoid the control that the Federal Reserve and the IRS exert over the financial affairs of the community. Of course, that is the ideal but is an area where compromise was required in order to own and control land and external resources needed to support farming and ranching.
